  • The city finds that the water supply for the city is derived entirely from the Hydaburg River watershed. The city further finds that contamination caused by uncontrolled development in the watershed would pose substantial danger to the health and safety of the people and business of the city. These articles are therefore adopted to provide watershed management to protect and enhance the public health and safety by preventing the contamination, by sewage, sediment, and other pollutants, of the city.
